Collaboration mechanisms

Introduction

A number of mechanisms have been set up in order to support and facilitate collaboration among statistical offices at national and global levels. This section provides an overview of the existing international groups and collaboration mechanism at the global level as well as within the Asia-Pacific region.

Economic and Social Commission for Asia and the Pacific Committee on Statistics, Third session, Bangkok, 12-14 December 2012 - "Regional cooperation on the modernization of official statistics"

After presenting the challenges that regional NSSs have to face not only in Europe and in North America, but also in the Asia-Pacific region, the document describes the events organized since 2010. They identified a number of characteristics of the regional NSIs that must be taken into account during the modernization process, such as lack of knowledge of the concepts, standards and tools, decentralization of statistics collection, lack of legislation on statistics, and, for the least developed countries, lack of the full range of methodological and information technology expertise. Therefore the following two steps were proposed: establishment of an informal expert community of modernization that aims at raising awareness and building capacity and the establishment of the high level strategic body that would be responsible for driving and supporting change towards the modernization of official statistics in the Asia-Pacific region.

High-Level Group for the Modernisation of Statistical Production and Services (HLG)The High-Level Group for the Modernisation of Statistical Production and Services (HLG) was set up by the Bureau of the Conference of European Statisticians in 2010 to oversee and coordinate international work relating to the development of enterprise architectures within statistical organisations. It was originally called the High-Level Group for Strategic Developments in Business Architecture in Statistics (HLG-BAS).ENG

In 2010 the Bureau of the Conference of European Statisticians created the High-Level Group for Strategic Developments in Business Architecture in Statistics (HLG-BAS), comprising heads of several national and international statistical organizations. It is to add power and governance to the various groups working under the Conference of European Statisticians, and other groups working in the area of modernising statistical production. HLG-BAS has defined a strategic vision, which serves as a means of alignment for the groups and which is presented in this vision paper. The strategy was defined in two directions: with regards to statistical output to produce new and better products, and with regards to production methods to improve efficiency and effectiveness. In particular change in production methods translates into industrialisation and standardisation of statistics production. For the statistical organizations, there is no other way forward than to adapt.

Conference of European Statisticians, 60th session, Paris, 6-8 June 2012 - "Strategy to implement the vision of the High-level Group for Strategic Developments in Business Architecture in Statistics"

In response to challenges concerning statistical processes and products, the HLG-BAS developed a vision emphasizing the need for statistical organizations to re-invent their products and processes and the need to work together. In practice this means increased collaboration, coordination and communication. This strategy paper provides the high-level plan to reach the goals set out by the HLG-BAS vision. The plan was developed around an analysis of strengths, weaknesses, opportunities and threats which highlighted three main elements: (1) rejuvenating the product set; (2) rationalising processes by reducing the number of methods used and by harmonising concepts in industry-wide models (GSIM and the GSBPM); (3) managing organisational change by considering willingness to change, ability to change, readiness for change and speed of change.

METIS Steering Group

METIS Steering Group is the abbreviation for the Conference of European Statisticians Steering Group on Statistical Metadata. It is responsible for developing and maintaining the Common Metadata Framework which is to provide guidance to national statistical offices in choosing the right standards, models and approaches in developing their metadata systems. Furthermore the METIS Steering Group is responsible for organizing METIS Work Sessions and Workshops.

Inventory of International Groups

There are different international groups whose work is related to the enterprise architecture of statistical organizations. The present diagram gives an overview of all the existing ones and their relationships to the HLG.
