ORDER

ON THE APPROVAL OF THE DESCRIPTION OF THE PROCEDURE FOR EVALUATION OF EFFECTIVENESS OF TRAINING FOR PUBLIC SERVANTS AND EMPLOYEES WORKING UNDER EMPLOYMENT CONTRACTS  ORGANISED BY THE DEPARTMENT OF STATISTICS UNDER THE GOVERNMENT OF THE REPUBLIC OF LITHUANIA

Aiming at evaluation of effectiveness of training for public servants and employees working under employment contracts organised by the Department of Statistics under the Government of the Republic of Lithuania (hereinafter referred to as the Department of Statistics).

1.    I approve the Description of the Procedure for Evaluation of Effectiveness of Training for Public Servants and Employees Working under Employment Contracts (attached hereto).

2.    I delegate :

2.1.           The Personnel Division following the Description of the Procedure to coordinate and analyse the evaluation of training effectiveness;

2.2.           Public servants and employees working under employment contracts to submit the filled-in questionnaires on evaluation of training effectiveness to the Personnel Division under the terms set in the Description of the Procedure.

3.    I acknowledge Director General of the Department of Statistics under the Government of the Republic of Lithuania Order No DĮ-104 of 11 June 2008 On the Approval of the Questionnaires on Evaluation of Effectiveness of Training for Public Servants and Employees Working under Employment Contracts Organised by the Department of Statistics under the Government of the Republic of Lithuania as invalid.

4.    I reserve the right of controlling the execution of the Order for myself.

DESCRIPTION OF THE PROCEDURE FOR EVALUATION OF EFFECTIVENESS OF TRAINING FOR PUBLIC SERVANTS AND EMPLOYEES WORKING UNDER EMPLOYMENT CONTRACTS  ORGANISED BY THE DEPARTMENT OF STATISTICS UNDER THE GOVERNMENT OF THE REPUBLIC OF LITHUANIA

 

I.   GENERAL PROVISIONS

 

1.         The Description of the Procedure for Evaluation of Effectiveness of Training (hereinafter referred to as the Description) Organised by the Department of Statistics under the Government of the Republic of Lithuania (hereinafter referred to as the Department of Statistics) shall regulate the organisation of evaluation of effectiveness of training for public servants and employees working under employment contracts (hereinafter referred to as the employees), filling-in of questionnaires, processing, summarisation and submission of data.

 

II.                   OBJECTIVE OF TRAINING EFFECTIVENESS EVALUATION

 

2.         The objective of training effectiveness evaluation – to assess whether the employees apply the knowledge and practical skills gained in the training courses organised by the Department of Statistics when fulfilling the functions assigned to them.

 

III. MAIN CONCEPTS

 

3.         The training course – a training process expressed in any form carried out in Lithuania or a foreign country – a course, a seminar, a short traineeship, a practical training and a training of other nature where the employees of the Department of Statistics take part.

 

 

IV. TRAINING EFFECTIVENESS EVALUATION

 

4.              The training effectiveness evaluation shall be organised and coordinated by the Personnel Division.

5.              The training effectiveness shall be evaluated in two stages:

5.1.       Primary training effectiveness evaluation shall be carried out immediately after the end of the training course. The Personnel Division after the end of an appropriate training course, not later than next working day, shall provide all training course participants with a primary questionnaire on training effectiveness evaluation (Annex No 1 to the Description). The training course participants shall return the questionnaires filled-in (electronic versions) to the Personnel Division not later than within 5 working days from the last training course day.

5.2.       Secondary training effectiveness evaluation shall be carried out after 3 months from the end of the training course. The Personnel Division shall provide all training course participants with a secondary questionnaire on training effectiveness evaluation (Annex No 2 to the Description), which (electronic version) shall be filled-in by training course participants and not later than within 3 working days after the day of receiving the questionnaire shall be forwarded to their direct Superior.

5.3.       Direct Superior having reviewed the information provided in the questionnaire and, if needed, having provided additional information, as envisaged in Item 6.4 of this Description, shall provide the Personnel Division with an electronic version of the questionnaire not later than within 3 working days. This provision shall not be applied in case the Head of the Division participated in the training course. In this case the questionnaire shall be filled in by the course participant himself, as envisaged in Item 6.4, and shall submit it to the responsible employee of the Personnel Division under the terms indicated in Item 4.2 of the Description.

5.4.       Direct Superior of the employee shall be responsible for that the secondary questionnaire on training effectiveness evaluation would include correct information.

 

V. STRUCTURE AND FILLING-IN OF QUESTIONNAIRES ON TRAINING EFFECTIVENESS EVALUATION

 

6.              The primary questionnaire on training effectiveness evaluation shall consist of four parts:

6.1.       The first part shall provide general information on the training course and its participant.

6.2.       The second part shall include closed questions that must be answered when evaluating the training course by points: 5 – excellent, 4 – good, 3 – satisfactory, 2 – bad, 1 – no opinion, and closed questions that must be answered “Yes” or “No”.

6.3.       The third part shall include 2 open questions by answering which the training course participant indicates what specific knowledge and skills gained in the training course he will be able to apply in fulfilling the functions assigned to him. There also may be provided recommendations on the improvement of the course (it is not obligatory to answer this questions).

6.4.       The fourth part shall indicate the reason for which the participant took part in the training course.

7.              The secondary questionnaire on training effectiveness evaluation shall consist of four parts :

7.1.       The first part shall include general information on the training course and its participant.

7.2.       In the second part the training course participant shall indicate whether the knowledge and skills gained during the training course he applied practically when fulfilling the functions assigned to him (the answer is “Yes” or “No”).

7.3.       The third part shall be filled in case the training course participant has chosen the answer “Yes” in the second part. It shall be stated in brief what knowledge and skills have been applied when fulfilling the functions assigned.

7.4.       The fourth part shall be filled in by the direct Superior of the trainee in case the trainee has chosen the answer “No” in the first part. It shall be indicated in brief why, in the opinion of the direct Superior , the trainee in fulfilling the functions assigned to him could not apply the knowledge and skills gained in the training course. In case the Head of the Division participated in the training course, the third part of the questionnaire shall be filled by himself.

 

 

VI. QUESTIONNAIRE ON EVALUATION OF EFFECTIVENESS OF INITIAL TRAINING FOR NEWLY EMPLOYED PUBLIC SERVANTS AND EMPLOYEES 

 

 

8.              The questionnaire on evaluation of effectiveness of initial training for newly employed public servants and employees shall be anonymous.

9.              After the initial training course is over, not later than next working day, the Personnel Division shall provide the trainees with the questionnaire on evaluation of effectiveness of initial training (Annex No 3 to the Description), who shall return the filled-in electronic version of the questionnaire not later than within 5 working days after its receipt.

10.         The questionnaire on initial training shall consist of three parts:

10.1. The first part shall indicate the date of the initial training course.

10.2. The second part shall include closed questions that shall have to be answered when assessing the initial training course by points: 5 – excellent, 4 – good, 3 –satisfactory, 2 – bad, 1 – no opinion.

10.3. The third part shall include closed and open questions that shall be answered by the training course participants by choosing an appropriate answer or by giving their opinion.

 

 

 

VII. SUMMARISATION AND SUBMISSION OF TRAINING EFFECTIVENESS RESULTS

 

11.         The results of the training effectiveness evaluation shall be analysed and summarised by the Personnel Division.

12.         The results of the training effectiveness evaluation shall be provided together with the training report for the previous year by 31 February of the current year.

13.         From the primary questionnaire on training effectiveness evaluation the following information shall be provided:

13.1. individually for every training course – average values (evaluation by 1 point shall not be included) of the questions in the second and third parts of the questionnaire and the results of the answers to other questions in percentage;

13.2. commonly for all training courses – summarised information of the fourth part of the questionnaire.

14.         From the secondary questionnaire on training effectiveness evaluation the following information shall be provided:

14.1. individually for every training course – the results of the answers to the second part of the questionnaire in percentage – what part of training course participants answered the question by “Yes” and what part – “No”;

15.         From the questionnaire on evaluation of initial training effectiveness average values (evaluation by 1 point shall not be included) of the questions in the second part of the questionnaire and the results of the answers to other questions in percentage shall be provided. There shall be also provided summarised information on all initial training courses carried out within a year.

16.         Other information provided in the questionnaires shall be used by the Personnel Division and working group for identification of training needs and development of annual training plans as an auxiliary material in the development of training plans, selection of potential training service providers.

 

VIII. FINAL PROVISIONS

 

17.         Summarised results of training effectiveness evaluation shall be announced in the Intranet of the Department of Statistics and shall be available to all employees.
