4.1 Metadata (Eurostat)
Theme 6.05 - Data and metadata structural definition

Fields of activities covered by the theme

The main activities are:

• Maintain and update the reference database Eurobase;
• Manage, disseminate and convert the Eurostat and national reference metadata to the ESS standards;
• Use and improve the Eurostat Metadata Handler;
• Improve and implement the SDMX statistical standards and guidelines for the exchange of data and metadata;
• Disseminate external data other than the data produced by Eurostat to the Commission;
• Monitor the integration of the national metadata systems;
• Keep up-to-date the Eurostat data navigation tree;
• Prepare cross-cutting legislation on metadata and
• Organise financial support to countries for the integration of statistical business processes.

This work contributes substantially to the implementation of the ESS Joint Strategy on the production method of EU statistics as adopted in May 2010.

The processes and projects to be undertaken will create an increasing standardisation and harmonisation within the ESS; they lead to a reduction of the burden on the data or metadata producers both at national or international level.

Also the accessibility of data and metadata by users will be improved.

Most of the activities listed will create more vertical and horizontal integration (i.e. the integration between Eurostat and Member States and the integration between statistical domains) within the European Statistical System.

• Processes to improve the efficiency of Business Registers for supporting Business Statistics.

1.2 ONGOING WORK

• Establishment of a network of statistical business registers in the EU for the registration of Multinational Enterprise Groups;
• Profiling of large and complexe enterprise groups: analyse the legal, operation and accounting structure of an enterprise group at national and international level ("profiling").

4.6 Statistical confidentiality and disclosure protection (Eurostat)
Theme 6.11 - Data security and statistical confidentiality

Fields of activities covered by the theme

• Revise Regulation (EC) No 831/2002;
• Develop confidential data release infrastructures;
• Ensure support on SDC in specific domains.

This is a very sensitive and especially complex dimension of Eurostat - and ESS, at large - work programme. It involves different dimensions such as physical and logical protection of confidential data (statistical disclosure control - SDC), harmonisation of principles and guidelines and design of efficient infrastructure (IT and procedure) for releasing confidential data (tabular or micro data) to ESS partners and Research community.

The related work aims at critically improving the production methods of EU statistics and places on Eurostat the responsibility for the coordination of Sectoral initiatives for the release of confidential data for scientific purposes, especially methodological support and tool development, the promotion of correct and coherent application of rules and the design of generic infrastructures for the sharing of confidential data with users and partners while ensuring their adequate protection. This is overarched by adequate governance of statistical confidentiality in the ESS governing the vertical integration of processes by proposing to Member States a framework for the standardisation and harmonisation of SDC related processes.

1.1 NEW WORK, INCLUDING NEW PLANNED LEGISLATION

• Development of ESS wide infrastructure (access facilities and organisational/methodological framework) for the release of confidential data for scientific purpose.

1.2 ONGOING WORK

• Information Security management (LISO): analysis of the security requirements of Eurostat Information system and adaptation of the policy on the security of information systems.
• Draft of a first version of an Information Security Management System (ISMS) to be adopted by IT Steering Committee.
• Detection of intrusion of information systems (LISO): regular monitoring and provision of recommendations for improving security of Information Systems.
• Making confidential data available to scientific purposes (LISO): ensure access to confidential data for researchers either though the Eurostat Safe Centre or through the development of a secured remote access facility.
• Setting up a network of safe centres allowing researchers to access confidential EU microdata sets - feasibility study and pilot implementation.
• Support to Eurostat units for dealing with Statistical Disclosure Control (SDC).
• Revise Regulation 831/2002 on access to confidential data for scientific purposes: coordinate activities related to the release of confidential data for scientific purpose.
• Develop confidential data release infrastructures: Widening and simplification of access to confidential EU microdata sets for scientific purposes. A framework allowing for new modes of access to EU confidential microdata sets, simpler and closer, better fitted to research needs is developed.4.7 Data analysis (Eurostat)
Theme 6.10 - Statistical research and methodology

Fields of activities covered by the theme

• Promote research in Official Statistics;   
• Facilitate methodological collaboration, networking and competence building;
• Ensure co-ordination of methodological works in the ESS (including ESSnets' monitoring);
• Support standardisation process in the ESS;
• Embed methodology in Vision implementation processes;
• Encourage methodological development: design and test of specific methods and supporting tools;
• Ensure methodological support to production process.                                               

The challenges posed by the enforcement of the Joint ESS Strategy demand substantial gains in productivity and major achievements in terms of process integration that only heavy investment in methodological developments could permit.  This is much depending on the adequate use of the results of ongoing research in official statistics and on properly articulating main NSI needs as regards Official Statistics in future strategic research frameworks. It also pre-supposes to evenly address all aspects of the integration process: As regards horizontal integration, the co-ordination of methodological developments should create conditions to identify, test and use cross-cut methodologies. Vertical integration would require substantial efforts in process standardisation throughout ESS. The overall sustainability of this continuous improvement process would be liable to two extreme conditions: the (upstream) transformation of new knowledge into new methods and techniques and the (down-stream) support to production steps in the absorption of the methodological developments (innovations), both at Eurostat and ESS level.

• Contribution to improved production processes.
• Software design, testing and development for implementing ESS methodological guidelines and testing.
• Promote, emulate research in official statistics.
• Research and ESSnet results dissemination, support collaboration among researchers and with official statisticians, using web portals (e.g. Cros) and training/further education means (LDF), developing and consolidating Web 2.0 mechanisms for collaboration.
• Strategic guidance for ESS/Estat integration of methodological work.
• Developing handbook for  Modern Business Statistics - Methodological development in new areas.
