The Database of International Statistical Activities (DISA) lists the activities of over 30 statistical organizations active in the UNECE region. Updated every year, DISA is a coherent catalogue of planned work in international statistics over the coming year.  
2.1 Macroeconomic statistics (Eurostat)
Theme 5.01 - Statistics for business cycle analysis

Fields of activities covered by the theme 
• Improvement of the quality and the coverage of Principal European Economic Indicators (PEEIs, COM/2002/661) and enhancement of their visibility.
• Development and implementation of sophisticated statistical and econometric techniques in order to increase timeliness, length, frequency and reliability of PEEIs.
• Development and maintenance of a statistical framework for the assessment of the euro area and Member States cyclical situation.
• Provide advanced methods for data readability and interpretability.
• Preparation, implementation and follow up of guidelines for harmonising PEEI production processes and for the definition of best statistical practices.
• Development of tools for the rationalising the use of statistical and econometric techniques.

1. Work to be carried out by Eurostat in 2012

1.2 ONGOING WORK

• Production of statistical estimation to increase timeliness, coverage and length. Statistical framework for business cycle analysis based on Principal European Economic Indicators (PEEIs). Guidelines for harmonisation of PEEIs production and advanced quality measures.
• Supply of statistical PEEIs including publication, quality assessment statistical improvements and analysis of PEEIs with expected monthly or quarterly output. Integration of traditional methods with more sophisticated econometric techniques.
• Investigation of innovative statistical and econometric techniques to be used to enhance data production, quality assessment and analysis of PEEIs.
• Integrated system for improvement, quality monitoring and analysis of PEEIs implementation of methodologies for monitoring, improvememt and analysis of PEEIs. A friendly and standardised computational framework for the PEEIs.

• Specific improvements in national accounts data provided by Member States to prepare introduction of ESA2010 and its transmission programme;

• In cooperation with Institute for Prospective Technological Studies (IPTS-JRC) to produce Supply, Use tables at basic prices for all the Member States and for EU27. To produce Supply and Use tables for EuroArea. To produce Input output tables for EU27 and Euro Area (EA);

Theme 2.05 - Monitoring own resources

• Annual national accounts data of Gross National Income (GNI) and Gross National Product (GNP);
• Verification of the GNI/GNP data transmitted each year by Member States;
• Verification of Member States' inventories of statistical sources and methods used to calculate GNI/GNP;
• Verification, in cooperation with DG Budget, of the figures and calculations included in Member States' VAT statements.

• Verification of the reliability, comparability and exhaustiveness of own resource GNI data and of the own resource VAT figures and calculations transmitted by Member States.


2.3 Business statistics (Eurostat)
Theme 3.01 - Annual business statistics

1. Work to be carried out by Eurostat in 2012

1.1 NEW WORK, INCLUDING NEW PLANNED LEGISLATION

• Simplification of the SBS Regulation requirements: analysis and agreement with Member States on the simplifications to Regulation (EC) No. 295/2008, in particular for Annexes V-VII.
• Provision of back-casted Structural Business Statistics data on an aggregated level in NACE Rev.2 for reference years 2005-2007 to users. Treatment of data transmitted in 2010 and in 2011 by Member States on a voluntary basis and estimating the missing data to calculate EU aggregates.
• Production of the report to the European Parliament and the Council on the implementation of Regulation 716/2007 on Foreign Affiliates statistics.
• Commission Decision on the annual work programme for 2013 for the implementation of Decision No 1297/2008/EC of the European Parliament and of the Council on the MEETS programme. Adoption of the annual work programme with the priorities for the actions to be undertaken in 2013 and the budgetary allocations under this Decision.
• ESSnet consistency: Identify and analyse differences in definitions and provide recommendations on possible adjustments.
• Continued quality improvement of SBS, Prodcom and FATS data: annual quality reports produced and analysed according to the governing regulations. The necessary follow-up actions are undertaken. Improved quality checking of data.
• Drafting a manual on the overall methodological framework for  business statistics.
• Re-engineering of the business statistics production process in Eurostat.

1.2 ONGOING WORK

• Production and dissemination of Structural Business Statistics (SBS) according to Regulation No 295/2008. Validation, processing and dissemination of data received from Member States and other countries on Eurostat website.
• Provision of the headline indicator for the monitoring of the Europe2020 targets on the Innovation Union.
• Integrate employer business demography and high growth enterprise statistics into regular data production. Framework for data collection (legal or gentlemen's agreement) ready for adoption. Contribute to the Entrepreneurship Indicator Programme (EIP) programme by providing the business demography related indicators.
• Validation and processing of annual Prodcom data received from Member States and other reporting countries. Dissemination of national data and EU aggregates on the Eurostat website.
• Publication of 2013 PRODCOM list.
• Production and dissemination of statistics on Foreign Affilates according to Regulation (EC) No 716/2007. Validation, processing and dissemination of data received from Member States and other countries on Eurostat website.
• Final decisions on the feasibility of collecting pilot study variables on a regular basis on Foreign Affiliate Statistics will be taken.
• Successful implementation of Decision 1297/2008/EC establishing the Programme for the Modernisation of European Enterprise and Trade Statistics (MEETS).
• Follow-up of developments in accounting, appropriate reporting and preparation of documents on accounting and statistics.
• Provision of statistics for the analysis of global value chains e.g. by remodelling and by carrying out the survey on international sourcing and by extensive micro-data linking in order to enhance the value of Structural Business Statistics (SBS) and other business statistics. ESSnet on measuring global value chains continues its work.

Theme 3.02 - Short-term business statistics

• Production of short-term business statistics (STS) for industry, construction, retail trade and other services;
• Consolidation and improvement of quality.

1. Work to be carried out by Eurostat in 2012

1.2 ONGOING WORK

• Short Term Business Statistics (STS): timely production of the existing indicators and their publication, mainly in the form of continuous updating of Eurostat's database on the web site and in the form of monthly news releases for a selected set of indicators, among the Principal European Economic Indicators (PEEIs).

1.2 ONGOING WORK

• Annual crop statistics - methods and definitions: development of quality reporting for annual Crops as provided in Regulation (EC) No 543/209.
• Structural statistics on permanent crops (former 'Vineyard and orchard surveys') - data. Update of production database in MDT (MultiDimensional table) and/or FAME (Forecasting Analytical Modelling Environment) and of Eurobase database.
• Implementation acts for Permanent crops statistics: preparation and adoption of implementation acts and manuals following the adoption of Permanent crops Regulation.
• Crop statistics - validation and production of annual statistics on area, production and yields production database and Eurobase database update, crop supply balance sheets production (taking into account the gradual phasing out of this activity); database and dissemination Eurobase database updated.
• Annual crop statistics - legislation: implementation of Regulations and Gentlemen's agreements on crop production statistics.
• Validation and production of Livestock and meat statistics, egg and chick statistics- Eurobase database update.
• Livestock and meat statistics - quality: quality reports due from Member States by July 2011 under Regulation (EC) No 1165/2008.
• Livestock and meat statistics - legislation: implementation of Regulation (EC) No 1165/2008.
• Milk and dairy products - legislation: revision of Decision 97/80/EC,  structure of dairy enterprises.
• Validation and production of milk and dairy product statistics; Eurobase database update.
• eDAMIS/Generic Web Forms component (domains: ANI, MILK, CROPS and EAA): analysis and request of new features; testing exercise of new versions, creation of templates for all datasets; addition of pre-validation rules.
• SDMX implementation in Agricultural domains (EAA, ANI and CROPS): standardisation of the data transmission format in order to improve the efficiency of data collection and processing by Eurostat and for maintaining and improving data quality.
• Migration of FAME based applications to MDT/Oracle for ANI and CROPS. Migration of the domains and consolidation (provide improved tools and methods to ensure the production of high quality statistical information service).

Theme 4.02 - Agricultural structures

Fields of activities covered by the theme

• Farm structure statistics play a key role in the design, implementation, monitoring and evaluation of the Common Agricultural Policy (CAP). This role is likely to increase over time with enlargement and CAP reform (shift from product to producer support - environmental compliance - rural development).
• Farm Structure Surveys - censuses every ten years (i.e. 2009/2010) and two intermediate sample surveys in between (i.e. 2013 and 2016) - are the backbone of the agricultural statistical system.
• The Farm Structure Survey (FSS) is covered by a basic Regulation (EC) No 1166/2008 of the European Parliament and of the Council
• The Survey on Agricultural Production Methods (SAPM) launched in 2009/2010 is also based on the Regulation (EC) No 1166/2008.
• The concerned surveys serve the Common Agricultural Policy (CAP) through provision of micro-data (farm level) on the agricultural labour force, land use, livestock, equipment and non-agricultural activities and they are the statistical basis for collection of information on land use, livestock and agricultural income.
• The farm typology derived from FSS data is used as the sampling frame for the farm accountancy data network.
• The Common Agricultural Policy has evolved significantly over the last years. The most recent proposals, adopted by the Commission in October 2011, highlight new challenges, notably the rising concerns regarding food security, the sustainable management of natural resources, mitigation of and adaptation to climate change, increasing volatility of agricultural prices, the diversity and further development of farm structures and production systems and the need for strengthening of territorial and social cohesion. By responding to these challenges, the CAP will contribute to the Europe 2020 Strategy in terms of smart, sustainable and inclusive growth. A solid statistical base is essential for policy design and impact assessment of reform proposals, the implementation of the policy and its monitoring and evaluation.

1. Work to be carried out by Eurostat in 2012

1.2 ONGOING WORK

• Agricultural structures - collection, validation and dissemination of 2009/2010 census data; Validation processes; National Methodological Reports; New dissemination strategies.
• Launch of the commodities requested to start the farm sample survey 2013 based on Regulation 1166/2008 and implementing Commission Regulation 1200/2009. The action plan covers as well the launch at the end of 2001 or beginning 2012 of the procedure for co-financing for the FSS 2013.
• Agricultural structures - New approach for collection of agricultural structure data. Collection and validation of farm structure survey statistics after 2013.
• Dissemination of Farm Structure Survey Data: dissemination of standard tables in Eurobase, SIFs, Pocketbook, Statistical Yearbook etc.

Theme 4.03 - Land use and land cover

Fields of activities covered by the theme

• This theme comprises the Land Use and Land Cover Area Frame Statistical Survey (LUCAS), which regards the whole EU territory.
• Surveys (most recent 2008/2009) are launched to obtain harmonised data not only on Land Use and Land Cover changes, but also on environmental features and landscape evolution.
• Setting up Land Use and land Cover Area frame Surveys (LUCAS).
• Setting up an integrated ESS data network for Land Cover and Land Use.
• Collecting comparable and harmonised statistical information on Land Cover and Land Use.

1. Work to be carried out by Eurostat in 2012

1.1 NEW WORK, INCLUDING NEW PLANNED LEGISLATION

• Supervision and steer of the Lucas (Land use and land cover statistics) survey 2012. Follow up of the established contracts; support to the contractors at the implementation of the survey - first checks of collected microdata on land use and land cover.

1.2 ONGOING WORK

• Energy Price Statistics: electricity and natural gas prices are collected twice per year for households and industry. Prices for industrial end-users are collected in accordance with the Price Transparency Directive 2008/92 while prices for households are based on gentlemen's agreements.
• Modify the Energy Statistics Regulation (a) responding to new policy requirements (b) in response to priority setting/burden reduction.
• Final Energy Consumption Surveys - Energy efficiency (domestic sector): develop a Recommended Coverage for an 'Energy Consumption in Households' Survey, in response to the Renewable Energy and Energy Efficiency policies pursued by the Commission. Examine/Evaluate current practices in the EU, in making available this information. Carry-out surveys/modelling work at national level, to enhance data availability (grants).
• Develop the ESS RES (Renewable Energy Statistics) reporting system to respond fully to the principles defined in Directive 2009/28 (methodology development for sustainable biofuels, heat pumps). Review national systems and Implement actions at national level to improve data coverage/quality. Develop IT tools to ensure that reporting on mandatory targets under the ESR (Energy Statistics Regulation) (EC) No 1009/2008 and the Directive 2009/28 are identical.
• Evaluate use of the ESR in the preparation of the EU greenhouse gas inventory report. The energy statistics - collected under the Energy Statistics Regulation - will be examined in order to:
   - make available early estimates (T+4) of CO2 emissions, based on short-term supply side statistics (Reference Approach);
   - enhance the role of ESR statistics in the Commission QA/QC process of  national CO2 emission declarations (Sectoral Approach).
• Web-Enabled Data Editing Services (WEDES): this activity addresses the development/maintenance of tools provided to Member States for data entry (local functions), to facilitate the reporting of statistics in accordance with Directive 2009/28 on RES and with Directive 2009/119 on Oil Stocks (ensuring comparability with Regulation 1099/2008) as well as of the remote access interface for interactive data submission/validation.
• Migrate the Energy Production Database (SIRENE) to a new environment.

2.2 ONGOING WORK

• Collection of data and estimation of the tax revenues on mineral oils stemming from transport use. For countries which cannot provide these data a methodology is developed to estimate the split based on other sources.
• Collection of data on tax rates and revenues on energy products stemming from transport, industrial/commercial and heating use.
• Management of the CARE database on road accidents. The data are collected from the Member States in accordance with Council Decision 93/704.

Tourism is an important economic activity in the EU and statistics on tourism rank amongst the highest in terms of users consulting Eurostat's website. Under the Lisbon treaty, the EU has acquired new competences in the area of tourism policy. 

Activities covered by the theme are:

• Collection and dissemination of statistics on domestic and outbound tourism demand of the EU residents (tourism propensity and tourism behaviour; typically through household /visitor survey ~ social statistics).

Bilateral tables of asymmetries will be integrated in Balance of Payments Quality Report (BoP QR) from 2011 onwards. BoP QR includes parts related to International Trade in Services (ITS) and Foreign Direct Investment (FDI).
• Implementation of Balance of Payments Manual (BPM6): Regulation (EC) No 184/2005 has to be amended in line with the new international standards. An harmonised codification has to be defined and methodological guidelines have to be provided to the Member States. This is a joint initiative from Eurostat and DG Statistics of the ECB, with the ECB taking the lead with regard to the new codification structure.

• Preparation and follow-up of the Financial Accounts Working Group and EDP processes.
• Introducing improved quality management framework in the area of government finance statistics and particularly promoting quality management standards adapted to the specificities of the Excessive Deficit Procedure compilation process to be implemented by National Statistical Institutes. A Working Group GFS quality management will be created.
• Monitoring and assessing the implementation of the European Statistics Code of Practice in the context of the process of Excessive Deficit Procedure compilation.
• Identifying, monitoring and assessing risks or problems from upstream data sources with a view to initiating corrective action at the earliest possible point (Early Warning System (EWS)).
• Monitoring and assessing the appropriateness, exhaustiveness and timeliness of the upstream public finance data by reference to ESA requirements, within an Excessive Deficit Procedure context.
• Participation in the coordination of formal Excessive Deficit Procedure methodological visits to Member States as provided for under Article 11b of Regulation (EC) No. 479/2009.

• Economic imbalance scoreboard - external imbalances: contribute to the development of the indicators and prepare their regular production.

1.2 ONGOING WORK

• Balance of Payments Quality Report (QR) is compiled annually according to Regulation (EC) No. 184/2005 (Art 11) and  Regulation (EC) No. 1055/2008. Bilateral tables of asymmetries will be integrated in Balance of Payments Quality Report (BoP QR) from 2011 onwards. BoP QR includes parts related to International Trade in Services (ITS) and Foreign Direct Investment (FDI).
• Implementation of Balance of Payments Manual (BPM6): Regulation (EC) No 184/2005 has to be amended in line with the new international standards. An harmonised codification has to be defined and methodological guidelines have to be provided to the Member States. This is a joint initiative from Eurostat and DG Statistics of the ECB, with the ECB taking the lead with regard to the new codification structure.
• Balance of Payments and related Euro Indicators: treatment and dissemination of quarterly Balance of Payments (BoP) data.
