Ongoing work:

• Collection, processing, analysis and publication of demographic statistics in accordance with the list of indicators agreed upon with national statistical services.
• Preparation and publication of analytical materials on the demographic situation in the CIS countries.

Results of Population Censuses

Ongoing work:

• Conduct of a regular meeting of the Coordination Council on the 2010 Round of Population Censuses in the CIS Countries. Publication of concise results of the censuses.

New Activities:

• Preparation of methodological recommendations on statistical study of socio-demographic aspects connected with aging of population (on the basis of the data of current statistics and population census).


1.2 Labour (CIS-STAT)
Labour Statistics

Ongoing work:

• CIS-STAT will continue to collect, process, analyse and disseminate data on employment, unemployment, wages and salaries.
• Preparation of a review (report) entitled "The Labour Market in the CIS countries".


1.3 Education (CIS-STAT)
Education Statistics

Ongoing work:

• Collection, processing, analysis and dissemination of data provided by national statistical services as part of the interstate exchange of information on education.
• Preparation of the annual report entitled " Education in the Commonwealth Countries".
• It is envisaged to render consultative services to national statistical services on the problems of education statistics organization in the countries of the Commonwealth.

Ongoing work:

• Collection, processing, analysis and dissemination of data provided by national statistical services of the Commonwealth countries illustrating public health care.
• Preparation and publication of analytic materials, in particular, a review "On morbidity, disablement and mortality of population in the Commonwealth countries".


1.5 Income and consumption (CIS-STAT)
Household Income and Expenditure

Ongoing work:

• Collection, processing, analysis and dissemination of quarterly and annual data provided by national statistical services on the level and structure of household money income and consumer expenditure, minimum subsistence level and assessment of poverty of population, breakdown of population by size of average per capita income (expenditure), level and structure of food products consumption, energy value and composition of nutrients in consumed products (with annual periodicity).
• Preparation of annual report on material living conditions and nutrition of population in the Commonwealth countries.
• It is envisaged to provide advisory services to national statistical services on the organisation of household income, expenditure and consumption statistics in the Commonwealth countries.
• Collection, processing, analysis and dissemination of data on money income and expenditure of the population of the Commonwealth countries in the period 2011-2012 - quarterly and annually.

New activities:

• In 2011 CIS-STAT intends to prepare proposals for the CIS countries on the improvement of statistics of living standards of population (on the basis of international standards).
• In 2011 it is intended to conduct a meeting of experts of the CIS countries on the exchange of experience in the conduct of households surveys.

Social Welfare

Ongoing work:

• Collection, processing, analysis and dissemination of data provided by national statistical services illustrating social protection and pension security, and information on the numbers of disabled persons in the Commonwealth countries. Preparation of annual reports on the numbers of pensioners and pension security in the Commonwealth countries.
• It is envisaged to provide advisory services to national statistical services on the organisation of social security statistics in the Commonwealth countries.


1.7 Human settlements and housing (CIS-STAT)
Housing Conditions

• Collection, processing, analysis and dissemination of data provided by national statistical services illustrating housing conditions of population in the CIS countries.

National Accounts

Ongoing work:

Implementation of the System of National Accounts in the accounting practice of the CIS countries in 2011:

• Collection, analysis and dissemination of data on the key macroeconomic indicators developed on the basis of 1993 SNA concepts.
• Preparation of an abstract (Russian-English) illustrating main macroeconomic indicators of the CIS countries, and analytical report on main trends in production and use of gross domestic product in the Commonwealth countries.
• Advisory assistance to the CIS countries in refining methods of defining and reflecting economic processes and phenomena of relevance to the CIS countries in their national accounts.

New activities:

• Recommendations on the implementation of SNA-2008 provisions. It is intended to prepare draft methodological documents on reflecting output of central banks and military expenditures.


2.3 Business statistics (CIS-STAT)
Distributive Trade

Ongoing work:

In the distributive trade for 2011:

Monthly collection, processing, analysis and publication of data:

• On volumes of retail trade turnover through all sales channels (for trading organisations and the informal sector, in current prices);
• On stocks of goods in retail trade, in current prices;
• On volume changes in trade turnover (in current and constant prices);
• On prices for selected kinds of consumer goods at trade enterprises of the capitals of the Commonwealth countries.

Quarterly data:

• On volumes of retail trade turnover by small size enterprises (in current prices).

Half yearly data:

• On volumes of retail trade turnover by form of ownership (in current prices).

 Yearly data:

• On the structure of sales of food and non-food goods in value terms in current prices and indicators of sales in quantity;
• Statistics on the intermediary activities of various specialized exchanges (goods, raw materials, stocks and shares, currencies, etc);
• Availability to the public in the CIS countries of selected consumer durables;
• Sales of alcoholic beverages per capita;
• Preparation of economic reports on institutional changes in the distributive trade and marketed services sector, on the situation in the consumer market for goods in the CIS countries, on the structure of retail trade turnover in the CIS countries, on comparative prices in retail trade for selected goods in the capitals of the Commonwealth countries.

New activities:

• Improvement of methodological recommendations on statistical observation of retail trade turnover and calculation of its volume index.

Business Statistics

Ongoing work:

• Collection, processing, analysis and dissemination of quarterly and yearly data in 2011-2012 on profits of enterprises and organizations and the settlement situation of enterprises and organizations, both domestically and with other countries of the Commonwealth.

Market Services

Ongoing work:

In the field of market services for 2011 it is envisaged to collect, process and publish:

Monthly data:

• On the supply of market services, including personal services rendered to population through all channels of sales, in current prices;
• On changes in the supply of market services to population, in current and constant prices.

Quarterly data:

• On the supply of market services to population by small size enterprises, in current prices.

Half yearly data:

• On the supply of market services to population by forms of ownership and small size enterprises, in current prices.

Yearly data:

• On the structure of services in value terms (in current prices) and in quantity of sales.
• Preparation of annual economic reports on the situation at the consumer market of market services to population in the Commonwealth countries.

Industry Statistics

Ongoing work:

• Collection, processing and publication of data on industry in CIS countries:
- Monthly: output of the main types of industrial products in quantity, industrial output in current prices, and indices of industrial output (in constant prices), both as a whole and by main industries;
- Yearly: output of the main types of industrial products by product category;
   forecasts of output of rolled ferrous metal products, cotton fibres, extraction and production of the main types of fuel and energy resources.

• In 2011 CIS-STAT intends to prepare proposals for the CIS countries on the improvement of statistics of living standards of population (on the basis of international standards).

Price Statistics

Ongoing work:

• CIS-STAT collects and processes data on producer price indices, tariffs for goods transport and consumer price indices:
- Monthly: producer price indices for the main branches of industry and consumer price indices.
- Yearly: producer price indices for agricultural products, aggregate indices of prices in the construction industry, including prices for assembly work, and indices of tariffs for goods transport both for the transport industry generally and for individual modes of transport (for the Commonwealth countries which keep such records).
- A seminar was conducted for specialists of the CIS statistical services on the Programme of International Comparison of GDP of the CIS countries for 2011 (23-24 August 2010 in Minsk).
- A regional list of consumer commodities-representatives based on the list of core consumer commodities developed by the Global office of the World Bank for international comparisons for 2011 was prepared.
- A meeting of specialists of the CIS national statistical services on reconciliation of the list of consumer commodities-representatives was conducted from 8 to 11 November 2010 in Astana.
- Classification of GDP by basic headings including the detailed description of main divisions and recommendations on possible sources of data was revised.
- A meeting on GDP data preparation in national prices in accordance with the provisions of SNA-1993 was conducted from 30 November to 2 December 2010 in Moscow.

• There was prepared a questionnaire to be filled up with data on GDP in national prices in accordance with the Classification of GDP expenditures for the CIS countries for 2008 (as an experiment) and for 2011.

• The work on preparation of draft regional list of investment commodities-representatives is near completion.

• The work on the development of a number of methodological documents concerning different issues of international comparisons of GDP is underway.

• The work has begun on preparation of electronic forms which will be used by the CIS countries for submission of data.

• The division entitled "International Comparison Programme" was created on the website of CIS-STAT.

New activities:

Envisaged for 2011 are:

• Conduct of a meeting of specialists of the CIS statistical services on reconciliation of the list of investment commodities-representatives for 2011 round of ICP.

• Updating of the list of investment commodities-representatives with the account of proposals and comments of the CIS countries and development of electronic forms of the questionnaire.

• Collection and analysis of GDP data for 2008 in national prices structured by basic headings of the Standard classification of GDP expenditures for the CIS countries. These experimental data should be submitted to CIS-STAT by national statistical services of the CIS in the 1st quarter of 2011.

• CIS-STAT collects and processes data on producer price indices, tariffs for goods transport and consumer price indices:
- Monthly: producer price indices for the main branches of industry and consumer price indices.
- Yearly: producer price indices for agricultural products, aggregate indices of prices in the construction industry, including prices for assembly work, and indices of tariffs for goods transport both for the transport industry generally and for individual modes of transport (for the Commonwealth countries which keep such records).
- A seminar was conducted for specialists of the CIS statistical services on the Programme of International Comparison of GDP of the CIS countries for 2011 (23-24 August 2010 in Minsk).
- A regional list of consumer commodities-representatives based on the list of core consumer commodities developed by the Global office of the World Bank for international comparisons for 2011 was prepared.
- A meeting of specialists of the CIS national statistical services on reconciliation of the list of consumer commodities-representatives was conducted from 8 to 11 November 2010 in Astana.
- Classification of GDP by basic headings including the detailed description of main divisions and recommendations on possible sources of data was revised.
- A meeting on GDP data preparation in national prices in accordance with the provisions of SNA-1993 was conducted from 30 November to 2 December 2010 in Moscow.

• There was prepared a questionnaire to be filled up with data on GDP in national prices in accordance with the Classification of GDP expenditures for the CIS countries for 2008 (as an experiment) and for 2011.

• The work on preparation of draft regional list of investment commodities-representatives is near completion.

• The work on the development of a number of methodological documents concerning different issues of international comparisons of GDP is underway.

• The work has begun on preparation of electronic forms which will be used by the CIS countries for submission of data.

• The division entitled "International Comparison Programme" was created on the website of CIS-STAT.

New activities:

Envisaged for 2011 are:

• Conduct of a meeting of specialists of the CIS statistical services on reconciliation of the list of investment commodities-representatives for 2011 round of ICP.

Ongoing work:

• CIS-STAT disseminates statistical data in printed forms (statistical abstracts, statistical bulletins, reports, press releases) and in electronic form (statistical abstracts on compact discs, data base on CD-ROM "Official Statistics of the CIS Countries", data base "CIS Statistics"). CIS-STAT's web-site in Internet contains and maintains in updated form most important macroeconomic indicators by CIS countries, including time series by months for a number of years, press-releases of CIS-STAT, information on the Council of Heads of Statistical Services of the CIS, main information about statistical services of the CIS and CIS-STAT, data base "CIS Statistics", information about publications and electronic products and much of other useful information. As a rule, this information is disseminated in two languages (Russian and English).

• The main part of printed editions and electronic products is provided to regular users - government bodies, statistical services, and interstate bodies of the CIS countries. The rest part is provided to international organizations, mass media, scientific organizations, subscribers, selected companies on the basis of enquiries or agreements.

- Yearly: producer price indices for agricultural products, aggregate indices of prices in the construction industry, including prices for assembly work, and indices of tariffs for goods transport both for the transport industry generally and for individual modes of transport (for the Commonwealth countries which keep such records).
- A seminar was conducted for specialists of the CIS statistical services on the Programme of International Comparison of GDP of the CIS countries for 2011 (23-24 August 2010 in Minsk).
- A regional list of consumer commodities-representatives based on the list of core consumer commodities developed by the Global office of the World Bank for international comparisons for 2011 was prepared.
- A meeting of specialists of the CIS national statistical services on reconciliation of the list of consumer commodities-representatives was conducted from 8 to 11 November 2010 in Astana.
- Classification of GDP by basic headings including the detailed description of main divisions and recommendations on possible sources of data was revised.
- A meeting on GDP data preparation in national prices in accordance with the provisions of SNA-1993 was conducted from 30 November to 2 December 2010 in Moscow.

• There was prepared a questionnaire to be filled up with data on GDP in national prices in accordance with the Classification of GDP expenditures for the CIS countries for 2008 (as an experiment) and for 2011.

• The work on preparation of draft regional list of investment commodities-representatives is near completion.

• The work on the development of a number of methodological documents concerning different issues of international comparisons of GDP is underway.

• The work has begun on preparation of electronic forms which will be used by the CIS countries for submission of data.

• The division entitled "International Comparison Programme" was created on the website of CIS-STAT.

Envisaged for 2011 are:

Statistical Programme

• The Work Programmes of the Interstate Statistical Committee of the CIS are the main document organizing its activities in the forthcoming year and for three years perspective (the Work Programme of CIS-STAT for 2011 and for the period 2009-2011).

• The structure of the mentioned Work Programmes covers the following kinds of activities: methodological work, economic work, exchange of experience and training of the personnel of national statistical services of the CIS, information and publishing activities, dissemination of information and information and reference services, improvement of computer technology, cooperation with international organizations.

• Considerable part of works included in the programmes is connected with methodological, analytical and information and publishing activities and submission of necessary information to interstate bodies of the CIS, government and economic bodies of the Commonwealth, international organizations, mass media and other users. These programmes include, high priority work on the forecast of production, imports, exports and "visible consumption" of selected kinds of products in the countries of the Commonwealth for 2011 in the conditions of the free trade zone (jointly with the Executive Committee of the CIS).

The Work Programme for 2010 envisaged is a number of works connected with a new direction of CIS-STAT's work - forecast estimates:

1) Improvement of the methodology of forecasting the growth rates of the main macroeconomic indicators on the basis of new approaches in the field of forecasting used in the world practice.

2) Maintenance of the database for forecast estimates of the main macroeconomic indicators growth rates by CIS countries.

3) Preparation of analytic papers on the following themes:

• Actual trends of GDP and consumer prices growth in 2009 in the Commonwealth countries in comparison with the forecast trends;
• Review of the main world trends (including CIS countries) in 2010 and nearest perspectives of development;
• Forecast estimates of GDP and consumer prices growth as an average for the world and most important regional amalgamations of the countries of the world (including CIS countries) for 2011;
• Forecast estimates of the growth rates of main macroeconomic indicators of the CIS countries for the period 2011-2012;
• On the perspectives of the development of CIS countries in the nearest years against the world trends.

4) Collection of information for CIS countries on the forecasts of the
main indicators for the period 2011-2012, programmes of the development of economy in middle and long-term perspectives prepared by governmental bodies of the countries (ministries of economy, finances, central banks, etc.) and their adjustments during 2011 (from Internet and other sources).

5) Collection of analytic and statistical materials of the UN, IMF, the World Bank, Asian Development Bank, European Bank for Reconstruction and Development, OECD, Eurostat and other international organizations on the trends of the development of the economy of the world, regional amalgamations and selected countries of the world, on general perspectives of their development for the coming years, on forecasts of growth rates of the main macroeconomic indicators of the countries of the world (including CIS countries) for the period 2011-2012 and on their adjustments during 2011 (from Internet and other sources).

In pursuance of the decision of the Council of the Heads of States of the CIS of November 28, 2006 the CIS countries carry out active work aimed at successful conduct of the new round of population censuses to execute the World Programme of 2010 Population and Housing Censuses.

In 2011 it is envisaged to organize a regular meeting of the Coordination Council on Population Censuses, at which the representatives of national statistical services will discuss brief results of the censuses conduct, as well as methodological recommendations on statistical study of socio demographic aspects connected with ageing of population (on the basis of the data of current statistics and population censuses).5.5 Technological resources (including standards for electronic data exchange and data sharing) (CIS-STAT)

• Verification of the coming information including its comparison on the sites of the national statistical services; collection of missing information from the sites of statistical services of the foreign countries, including the sites of international statistical organizations.

CIS-STAT's web-site in Internet contains and maintains in updated form most important macroeconomic indicators by CIS countries, including time series by months for a number of years, press-releases of CIS-STAT, information on the Council of Heads of Statistical Services of the CIS, main information about statistical services of the CIS and CIS-STAT, data base "CIS Statistics", information about publications and electronic products and much of other useful information. As a rule, this information is disseminated in two languages (Russian and English).

Statistical Programme

• The Work Programmes of the Interstate Statistical Committee of the CIS are the main document organizing its activities in the forthcoming year and for three years perspective (the Work Programme of CIS-STAT for 2011 and for the period 2009-2011).

• The structure of the mentioned Work Programmes covers the following kinds of activities: methodological work, economic work, exchange of experience and training of the personnel of national statistical services of the CIS, information and publishing activities, dissemination of information and information and reference services, improvement of computer technology, cooperation with international organizations.

• Considerable part of works included in the programmes is connected with methodological, analytical and information and publishing activities and submission of necessary information to interstate bodies of the CIS, government and economic bodies of the Commonwealth, international organizations, mass media and other users. These programmes include, high priority work on the forecast of production, imports, exports and "visible consumption" of selected kinds of products in the countries of the Commonwealth for 2011 in the conditions of the free trade zone (jointly with the Executive Committee of the CIS).

The Work Programme for 2010 envisaged is a number of works connected with a new direction of CIS-STAT's work - forecast estimates:

1) Improvement of the methodology of forecasting the growth rates of the main macroeconomic indicators on the basis of new approaches in the field of forecasting used in the world practice.

2) Maintenance of the database for forecast estimates of the main macroeconomic indicators growth rates by CIS countries.

3) Preparation of analytic papers on the following themes:

• Actual trends of GDP and consumer prices growth in 2009 in the Commonwealth countries in comparison with the forecast trends;
• Review of the main world trends (including CIS countries) in 2010 and nearest perspectives of development;
• Forecast estimates of GDP and consumer prices growth as an average for the world and most important regional amalgamations of the countries of the world (including CIS countries) for 2011;
• Forecast estimates of the growth rates of main macroeconomic indicators of the CIS countries for the period 2011-2012;
• On the perspectives of the development of CIS countries in the nearest years against the world trends.

4) Collection of information for CIS countries on the forecasts of the
main indicators for the period 2011-2012, programmes of the development of economy in middle and long-term perspectives prepared by governmental bodies of the countries (ministries of economy, finances, central banks, etc.) and their adjustments during 2011 (from Internet and other sources).

5) Collection of analytic and statistical materials of the UN, IMF, the World Bank, Asian Development Bank, European Bank for Reconstruction and Development, OECD, Eurostat and other international organizations on the trends of the development of the economy of the world, regional amalgamations and selected countries of the world, on general perspectives of their development for the coming years, on forecasts of growth rates of the main macroeconomic indicators of the countries of the world (including CIS countries) for the period 2011-2012 and on their adjustments during 2011 (from Internet and other sources).

In pursuance of the decision of the Council of the Heads of States of the CIS of November 28, 2006 the CIS countries carry out active work aimed at successful conduct of the new round of population censuses to execute the World Programme of 2010 Population and Housing Censuses.

In 2011 it is envisaged to organize a regular meeting of the Coordination Council on Population Censuses, at which the representatives of national statistical services will discuss brief results of the censuses conduct, as well as methodological recommendations on statistical study of socio demographic aspects connected with ageing of population (on the basis of the data of current statistics and population censuses).


5.5 Technological resources (including standards for electronic data exchange and data sharing) (CIS-STAT)
Electronic exchange of statistical information

Ongoing work:

• Collection and processing of monthly, quarterly and yearly statistical data, supplied to CIS-STAT by Commonwealth countries' national statistical services, is carried out in accordance with the coordinated schedule by electronic mail over the Internet in the form of standardized questionnaires incorporating 220 Excel-format tables.

• Verification of the coming information including its comparison on the sites of the national statistical services; collection of missing information from the sites of statistical services of the foreign countries, including the sites of international statistical organizations.

New activities:

In 2011 work will continue on improving the electronic exchange of statistical information with national statistical services and international organizations.


5.6 Co-ordination of international statistical work (CIS-STAT)
Rest of the World-CIS Coordination

• Coordinating statistical work and aligning and harmonizing statistical tools with international standards in the areas of the System of National Accounts and economic, demographic and social statistics, and improving methods of processing information from Commonwealth member States.

Materials in preparation are discussed by the CIS-STAT Scientific Council, task forces and ad hoc meetings. The most important are discussed by the Council of Heads of Statistical Services of the CIS. Once finalized, they are circulated as recommendations to national statistical services.

• The Work Programmes of the Interstate Statistical Committee of the CIS are the main document organizing its activities in the forthcoming year and for three years perspective (the Work Programme of CIS-STAT for 2011 and for the period 2009-2011).

• The structure of the mentioned Work Programmes covers the following kinds of activities: methodological work, economic work, exchange of experience and training of the personnel of national statistical services of the CIS, information and publishing activities, dissemination of information and information and reference services, improvement of computer technology, cooperation with international organizations.

• Considerable part of works included in the programmes is connected with methodological, analytical and information and publishing activities and submission of necessary information to interstate bodies of the CIS, government and economic bodies of the Commonwealth, international organizations, mass media and other users. These programmes include, high priority work on the forecast of production, imports, exports and "visible consumption" of selected kinds of products in the countries of the Commonwealth for 2011 in the conditions of the free trade zone (jointly with the Executive Committee of the CIS).

The Work Programme for 2010 envisaged is a number of works connected with a new direction of CIS-STAT's work - forecast estimates:

1) Improvement of the methodology of forecasting the growth rates of the main macroeconomic indicators on the basis of new approaches in the field of forecasting used in the world practice.

2) Maintenance of the database for forecast estimates of the main macroeconomic indicators growth rates by CIS countries.

3) Preparation of analytic papers on the following themes:

• Actual trends of GDP and consumer prices growth in 2009 in the Commonwealth countries in comparison with the forecast trends;
• Review of the main world trends (including CIS countries) in 2010 and nearest perspectives of development;
• Forecast estimates of GDP and consumer prices growth as an average for the world and most important regional amalgamations of the countries of the world (including CIS countries) for 2011;
• Forecast estimates of the growth rates of main macroeconomic indicators of the CIS countries for the period 2011-2012;
• On the perspectives of the development of CIS countries in the nearest years against the world trends.

4) Collection of information for CIS countries on the forecasts of the
main indicators for the period 2011-2012, programmes of the development of economy in middle and long-term perspectives prepared by governmental bodies of the countries (ministries of economy, finances, central banks, etc.) and their adjustments during 2011 (from Internet and other sources).

5) Collection of analytic and statistical materials of the UN, IMF, the World Bank, Asian Development Bank, European Bank for Reconstruction and Development, OECD, Eurostat and other international organizations on the trends of the development of the economy of the world, regional amalgamations and selected countries of the world, on general perspectives of their development for the coming years, on forecasts of growth rates of the main macroeconomic indicators of the countries of the world (including CIS countries) for the period 2011-2012 and on their adjustments during 2011 (from Internet and other sources).

In pursuance of the decision of the Council of the Heads of States of the CIS of November 28, 2006 the CIS countries carry out active work aimed at successful conduct of the new round of population censuses to execute the World Programme of 2010 Population and Housing Censuses.

In 2011 it is envisaged to organize a regular meeting of the Coordination Council on Population Censuses, at which the representatives of national statistical services will discuss brief results of the censuses conduct, as well as methodological recommendations on statistical study of socio demographic aspects connected with ageing of population (on the basis of the data of current statistics and population censuses).

Electronic exchange of statistical information

Ongoing work:

• Collection and processing of monthly, quarterly and yearly statistical data, supplied to CIS-STAT by Commonwealth countries' national statistical services, is carried out in accordance with the coordinated schedule by electronic mail over the Internet in the form of standardized questionnaires incorporating 220 Excel-format tables.

• Verification of the coming information including its comparison on the sites of the national statistical services; collection of missing information from the sites of statistical services of the foreign countries, including the sites of international statistical organizations.

New activities:

In 2011 work will continue on improving the electronic exchange of statistical information with national statistical services and international organizations.


5.6 Co-ordination of international statistical work (CIS-STAT)
Rest of the World-CIS Coordination

• Coordinating statistical work and aligning and harmonizing statistical tools with international standards in the areas of the System of National Accounts and economic, demographic and social statistics, and improving methods of processing information from Commonwealth member States.

Materials in preparation are discussed by the CIS-STAT Scientific Council, task forces and ad hoc meetings. The most important are discussed by the Council of Heads of Statistical Services of the CIS. Once finalized, they are circulated as recommendations to national statistical services.
