This allows an individual to apply GSIM to describe the relationship between statistical information and statistical business processes for those aspects of the statistical production processes that are of interest to that person. They don't need to model the workflows required to deliver services they consume, they merely need to document (via a single Process Step) the inputs and outputs associated with their use of the service.
