Authorities carrying out the Stat= e Statistical Service transmit confidential statistical data for the purpos= es of scientific research, on grounds of an agreement stipulating the condi= tions of confidential statistical data protection and the exact way of usin= g the data in compliance with the European Community law (Commission Regula= tion (EC) No 831/2002 of 17 May 2002 implementing Council Regulation (EC) N= o 322/97 on Community Statistics, concerning access to confidential data fo= r scientific purposes), to legal persons whose fundamental mission is scien= tific research; the data are provided in a form not allowing Direct Identif= ication of the statistical unit concerned.

In 2010, 25 organizations were contra= cted, and in 2011 13 organizations. In most cases it concerns universities,= alternatively research institutes. Most institutions demand microdata repe= atedly since they need such kind of data for their research projects.=
Among our customers are Charles University, Masaryk University, The Univ= ersity of Economics and The Academy of Sciences of The Czech Republic etc. = To most requested microdata belong SILC, HBS, LFS and Annual Survey on Rese= arch and Development.
The recipient has to submit to th= e Czech Statistical Office an officially authenticated copy of the Deed of = Foundation or Statute proving unambiguously that scientific research is his= fundamental mission. The recipient has also to submit an officially authen= ticated copy of the research project for the purpose of which the data file= s are provided. Both documents shall be submitted before the contract is si= gned. The documents then constitute Annexes of the contract.
All per= sons who will come into contact with microdata must also sign the Pledge of= Secrecy (see Annex 2).
The contract shall be signed by the statutor= y representative of the applicant.
Access to microdata regulates als= o Internal CZSO=E2=80=99s Directive which issues guidelines for the provisi= on of information to external users of the CZSO.
On the basis of the= above-mentioned Directive, a Committee for the release of information was = established in order to decide whether to provide statistical information c= ontaining confidential statistical data.
The annex of the Directive = contents the contract templates (see below).

All the a= bove mentioned sets or special selections of them are disseminated only on = grounds of an agreement and are charged according to the Price list of serv= ices and products of the Czech Statistical Office.
The current legal framework enabl= es access to anonymised microdata available at the Czech Statistical Office= only for scientific and research purposes.
Specific conditions on = how to obtain microdata are given by The State Statistical Service Act No. = 89/1995 Coll., § 17 Provision of Confidential Statistical Data.
