Meeting Minutes : Task Force on the Further Development of the GSBPM

Note: The work of this Task Force ended with the METIS Workshop in October 2011.

9th teleconference 2cd September 2011

Present: Alistair,August, Dan, Hakan, Jenny, Klas,  Mats, Sergio, Steve, Sheona.

1)  Review of progress in the chosen topics, including a review of any  actions from the last teleconference.

National Implementations of the GSBPM:
The paper is nearly completed ,though the submission from the Korean Statistical office may need to be included in the final version. Therese found that many of the agencies are using only 7 phases with evaluation and archiving not referenced. Any updates to case studies were included in the review.

Communication resources:
New process mapping examples have been added to the wiki for

  • Legal prices and
  • Business register maintenance

Also a process mapping of the GSBPM model to a tourism postal survey has also been added. Steve is working on a presentation which not only looks at the mapping but explores what can be gained from the mapping process.

Al noted that a presentation at the ISI from Walter Radermacher used Eurostats new 'house' model of the statistical processes. A copy has been forwarded to all WG participants

Steve proposed that following the workshop, the material collected be used to create new chapters for inclusion in the common meta data framework; for example communicating the GSBPM chapter could include some of thediagrams that have been collected.
Work will begin after the workshop to collate draft chapters which will be circulated. By the end of the year we should be be able to publish this material under the Common Metadata Framework

Metadata flows within the GSBPM:

A second version of the Excel spreadsheet 'Metadata flows within the GSBPM' has been uploaded to the wiki by Statistics Portugal. Sergio  will continue to work to reproduce the excel flows using UML. Isabelle hopes to use this document  to facilitate the metadata flows discussion group in the workshop .All comments are welcome and preferably should be forwarded before the workshop

GSBPM and process quality management:
The full report prepared from the survey returns for the Eurostat survey is now completed and this will be sent off to replace the draft.

The use of the GSBPM in other initiatives
A chapter on the work for this session should also be considered for inclusion in the common metadata framework.

Other Discussions
A panel discussion has not been ruled out of the work session but at the moment all sessions have currently opted for small group discussions. We can include a request for questions with the second information notice which is due to be sent soon.

Possible Questions to be explored include:
Are there any perceived gaps when implementing the GSBPM?
What is the scope of the GSBPM?
Is there another way of packaging the information both relating to the GSBPM model itself and/or the processes that are being modelled?
What is the next step for the GSBPM?

2) October 2011 METIS Workshop - updates

A summary of the planning for the Metis Workshop is available on the wiki at http://www1.unece.org/stat/platform/display/metis/Planning+the+METIS+Workshop

Presentations should be submitted two weeks in advance of the work session.This is particularly important if a supporting paper will not be submitted to allow attendees to familiarise themselves with the work.

No official translation of the GSBPM documentation is available but some translations have been carried out by volunteers

8th teleconference 13 July 2011

Review of progress in the chosen topics

  • National Implementations of the GSBPM :

This workshop session will focus on content of the invited papers from Sweden, Canada and Denmark. Thèrese will update the summary document concerning the case studies for national implementations.

  • Communication resources :

Work is continuing on mapping existing statistical processes to the GSBPM.
For national accounts there is no existing mapping available at this time.
Steve updated the group that

  • Joe is working on the six sigma mapping paper of  Irelands national accounts and this should be ready next week.
  • Soren Andersons work focused on input processes rather than process of accounts itself

With current mappings it has been found by both Al and Jenny that the process mapped closely to the model with few deviations. Jenny will look at  the mapping of the prices process
Steve and August will also look at mapping statistical production processes and possibly register maintenance. Jean Pierre suggested using the cora layers as a mapping tool.

  • Metadata flows within the GSBPM:

Isabelle's work on the current draft of process flows and it should be finalised  by the end of august.  Jenny circulated a document to the group which gives descriptions of the information object elements.
In relation to GSIM, comments have been received on the model. Al will do the final consolidation of comments on the GSIM model next week, August and Sergio will forward their comments by Monday.

  • GSBPM and process quality management:

The Czech republic and Hungary are  confirmed for papers for this session. August is working on developing process related metadata and will produce a draft on possible next steps,this will be published as draft for comments within 2 3 weeks and available for the next call.

Preparations for the working group in Metadata
Hope to have the abstacts finalised by the next meeting and published on the wiki. Would like to encourage discussions and make it an interactive meeting using panels and small group discussions.

7th teleconference 16 June 2011

Review of progress in the chosen topics

  • National Implementations of the GSBPM :

August and Sheona forwarded to Thérèse the responses to the ESSnet survey , EU and Non EU.Sheona additionally forwarded the response of Mexico to Thérèse. The non EU ESSnet responses document on the wiki has also been updated to reflect the Mexican survey response.

  •      Communication resources :

Jenny reviewed of the mapping of processes for the price index for lawyers services. Jean Pierre is working on mapping a new way of mapping processes using CORA to the GSBPM. The results should be available in a month or two and could be considered for presentation at the workshop. Joe has been working on a paper on the work in Ireland using six sigma to map national accounts processes. He will have a paper available next week. Steve will contact Soren Anderson in Denmark as he may also have some work in the area of national accounts available

  •     Metadata flows within the GSBPM:

Sergio will add Isabelle's example of metadata flows in the GSBPM to the wiki. The current presentation of the flows in excel format may make it slightly more difficult to follow than a traditional process flow diagram but it benefits from being accessible to all users. Process flow diagrams could be used in conjunction. Isabelle has been working on the workshop. Al will post details on their work on the GSIM to the wiki by early next week. The group working on this includes Norway, Sweden, Canada, ONS, New Zealand, Australia.

  •      GSBPM and process quality management:

Hungary and the Czech Republic have been identified as willing to participate in the workshop. Material from surveys will be included in the workshop also.

Preparations for the working group in Metadata

Hope to have the abstacts in the next few weeks with the papers to be forwarded by the end of August. Abstracts should be posted on the wiki to allow the development of themes or highlight topics for discussionJenny will work with August on results from the CORA questionnaire. This work will then be shared with the group.

Issues related to communicating the GSBPM model:

August posted a document with an alternative representation of a statistical process model on the wiki .It's similar to the Korean statistical business process model. Steve posted a presentation from Korean Statistics office on the wiki detailing their model.

Rünes presentation at the CES conference gave a good example of clear representation of processes. Sheona will post a copy of the presentation from the CES conference (available here). Some of the models could be used in the workshop.

High level group:

A workshop will take place in Geneva from 31st October to 1st November. Steve will forward contact details on the vision paper to Sergio.

Review of progress in the 4 chosen topics

  • National Implementations of the GSBPM :

    Thérèse has reviewed the majority of the national implementations and added notes to the wiki. August will forward data on responses to the ESSnet responses which will provide further useful informatio

  •      Communication resources :

 An Australian example of mapping statistical processes to the GSBPM was published on the wiki. Comments on this are welcomed. Jenny will look into the feasibility of mapping processes such as the price index for lawyers services and is interested in seeing other countries examples, particularly for National accounts.

Joe indicated that work in Ireland is currently in progress which uses six sigma to map national accounts processes. He will review the templates and see if it is possible to provide a worked example for Ireland. Steve will contact Soren Anderson in Denmark as he may also have some work in the area of national accounts available

  •     Metadata flows within the GSBPM:

Al's paper, which had been forwarded following the last Task force meeting, was posted on the wiki for discussion and comments. Jenny had a number of comments which she had already forwarded to Al. The discussion was postponed to the next taskforce. All participants are asked to prepare comments as an action item for the next meeting.

  •      GSBPM and process quality management:

 August published a draft copy of the responses to the ESSnet survey. The final version which is slightly updated will not diverge in the main from the document already published.

Max is looking at possible participants for the workshop, some have already been identified; Steve will contact Jana to see if she could recommend any interested participants as potential invitees.

Difficulties in communicating the GSBPM model:

 In terms of the problems with the current model, August posted a document highlighting the issues. A further document is available but has not been posted yet. August will see that it is published next week. Communicating the model Joe felt that there is a difficulty trying to convey the detail through a generic model. To improve this it was felt that concrete statistical examples worked well previously in communicating the processes, such as the example of the CORA diagram from Jean Pierre.

Preparations for the working group in Metadata

Jenny and Steve will work together on the presentation for the working group on May 9thand 10th.

Fifth teleconference 04 April 2011

1) Review of progress in the 4 chosen topics

  National Implementations of the GSBPM:

     A final reminder will be sent to the authors of the METIS Case Studies, asking them to check and update them within the next week. Jenny requested that countries be asked to focus particularly on the parts of the case studies directly relevant to the GSBPM (Sections 2.1 and 3).

Communication resources:    

A review of GSBPM diagrams with the goal of supplementing the understanding of the model led to a discussion on what the issues currently are, in regards to communicating the model. 
         These can be summarised as needing to communicate that the model is

  •       not strictly linear
  •       not solely survey based

     Using the current diagram some examples could be used of mapping different statistical processes to the model showing that some steps are skipped while others are repeated. This should be for different processes for example; national accounts, an example of register maintenance etc. Jenny mentioned a couple of examples that lend themselves to being used for example a price index for lawyers' services.

A word diagram of the model will be added to the wiki to allow task force members to map different processes (This diagram and an example from Australia are now available at

 Metadata flows within the GSBPM:

  The conference in Lisbon was reviewed briefly. The work of the GSIM (General Statistical Information model) group should tie in to the work here in time for the workshop in October. The first draft of Al's document should be available in a couple of weeks.

GSBPM and process quality management:

The document with the responses to the ESS questionnaire was published prior to the task force. Sheona will add the list of the responding countries to the summary document. Along with 20 respondents from within the ESS there should be circa 30 completed questionnaires.

August referred to problems in relation to the model. The objections or questions will be written up separately to be addressed by the group.

2) Topics and session organisers for the METIS Workshop (5-7 October)

An invitation has been sent to the chief statisticians and METIS participants to the METIS workshop. Expressions of interest to attend have been high. The structure of the meeting will mainly involve invited speakers. Contributed papers will also be accepted, but not necessarily to be presented; however a poster session could also be organised.

Fourth teleconference 11 February 2011

1) Review of progress in the chosen topics

National Implementations of the GSBPM

      An email was sent as agreed to the responsible parties for each of the national case studies to invite the updating of the information. This should be completed by the end of March.It was agreed that any countries that have further detailed information on implementation of the GSBPM could include the information in their case studies.

Communication resources

      New ways of improving the communication of the GSBPM were discussed including the possibility of producing and distributing mouse mats/posters. Steve will work on diagrams of GSBPM with one of the goals being to make it look less linear, once this work is completed then we can look again at possibilities of different distribution methods to be ready for the October workshop.

 Metadata flows within the GSBPM

      A meeting in Lisbon to take place at the end of the month attended by experts in SDMX and DDI which will concern their use and integration. It will consist of two main sessions, one for National Statistics Institutions followed by the strategic session.The discussion for the METIS workshop may then need to move from discussing the flows, to discussing the standards themselves.Further details on the meeting are available at

      An issue paper should be created by the group concerning an overview and introduction to this topic, Al volunteered to prepare the first draft of a document on the flows. An outline document will be created for the next teleconference. Input should be provided by all members of the group. It will be added to by the discussions over the summer.

GSBPM and process quality management        A reminder to complete a copy of the ESS questionnaire has been sent to non European countries. The results of the ESS questionnaire will be ready for the working group for June. The next teleconference should be able to give an overview as there has been a good response which should allow some information to be added to the wiki.      Max suggested changing the title of the working group from Task Force on the Further Development of the GSBPM  to    Task Force on Further Development with the GSBPM. Max also felt we could improve the existing documentation with more explanations and examples.

  An effort should be made to capture areas that need further documentation due to misconceptions or problems with interpreting the implementation of the model.  An opportunity to ask questions of an expert panel at the workshop was looked at with a recommendation that a facility be included with the registration form for the workshop.

 2) Topics and session organisers for the METIS Workshop (5-7 October)

An information notice will be sent out in the next couple of weeks to potential participants on the workshop.

The proposed format of the workshop was discussed. It is envisaged that breakout group discussions will be used rather than parallel sessions.

Sessions would involve input from 2 to 3 invited contributors to stimulate the discussions. Max and August will act as topic leaders in the afternoon session on Oct 6th

3) Any other business

The Eurostat Working Group on Metadata (9/10) June will spend give over some time to the GSBPM. UNECE would be happy to work on this and give a presentation, Jenny also agreed to participate.

Third teleconference 11 February 2011

1) National implementations of the GSBPM: Thérèse has started to summarize the information relating to national implementations of the GSBPM in the METIS case studies, however, some of these case studies are now out of date. Steve will send a reminder to the owners of the case studies, encouraging them to provide updates by the end of March, particularly for the parts concerning the GSBPM. Several ESSNet projects are using the GSBPM as a framework, and may also be able to provide useful information. Comments and suggestions for future revisions of the GSBPM can be posted on the METIS wiki at http://www1.unece.org/stat/platform/display/metis/Suggestions+for+improving+the+GSBPM. This page will also be publicized in the invitation to the METIS Workshop.

2) Communication resources: Joe has produced a paper on additional uses of the GSBPM, and will add a link to CSO Ireland's IT strategy. Jenny has posted a process documentation template based on the GSBPM, and will add an example of how it is used in practice. Steve has been discussing alternative ways of presenting the GSBPM diagram, and will prepare some ideas.

3) Metadata flows within the GSBPM: Steve informed that the [High-Level Group on Strategic Directions in Business Architecture in Statistics|hlgbas:High-Level Group for Strategic Directions in Business Architecture in Statistics (HLG-BAS)] (HLG-BAS) supported further work on the integration of metadata standards such as SDMX and DDI within the framework of the GSBPM. Håkan has posted a report of previous surveys on national metadata systems, highlighting strengths and weaknesses. All Task Force members are encouraged to add further ideas so that we can start to develop documentation on this point.

4) GSBPM and process quality management: Eurostat are continuing work to document internal production processes and process-related metadata.

5) Planning the METIS Workshop (5-7 October, Geneva): The group agreed that the first day should consist of a half-day training seminar on DDI (hopefully led by Arofan Gregory), followed by a half-day session with presentations and discussions on practical implementations of DDI in statistical organisations, and integrating DDI and SDMX. Australia, New Zealand and Canada were identified as potential contributors. The remaining two days will cover the four main topics of the Task Force, plus a fifth topic for information from other groups or organisations that are using the GSBPM as a framework for their activities. The Workshop should be a mixture of presentations and discussions, including in small groups. Task-Force members are encouraged to volunteer to lead these five topics, and Steve will create a [wiki page for ideas for planning the Workshop|metis:Planning the METIS Workshop]}.

Second teleconference 12 January 2011

1) National implementations of the GSBPM: Eurostat have provided a copy of their questionnaire on process-related metadata. Steve will forward this to METIS contacts outside the European Statistical System, as it would also be useful to get input from them. Thérèse will summarize the information relating to national implementations of the GSBPM in the METIS case studies. Mats offered to provide an update of the current situaion in Sweden.

2) Communication resources: Two main communication issues were identified, how to emphasise that the GSBPM is not a linear model, and how to demonstrate that it does not just apply to survey-based statistical processes. Related to the second point there is also the issue of how the GSBPM can be used to support the migration of processes to new sources and tools. Whilst the group agreed not to change the model itself, different ways of presenting it to better address these issues will be studied. Steve will produce some diagrams for discussion at the next teleconference.

All members are encouraged to share any internal training materials or presentations related to the GSBPM, because although these will be tailored to the national context, they may provide useful ideas for others. There was some support for producing a leaflet to promote the GSBPM similar to that used for SDMX. There was also support for producing a short video presentation. These communication tools will be developed later in the year when we are clearer on exactly which messages should be emphasized.

3) Metadata flows within the GSBPM: Steve briefed the Task Force about recent discussions on using DDI and SDMX standards together in the framework of the GSBPM. The use of different metadata standards in different parts of the GSBPM will clearly have an impact on metadata flows. This work is on-going, and Steve will circulate more information when available. August referred to a recent Eurostat report on metadata flows in national statistical organisations, and Alistair mentioned work in Australia on metadata creation and use within the GSBPM. Both agreed to share this information with the Task Force as a basis for further discussions.

4) GSBPM and process quality management: Håkan referred to a recent Eurostat study on the documentation of their internal production processes. Eurostat are happy to share the results. Joe offered to post a short note on other uses of the GSBPM, particuarly relating to over-arching and management processes.

First teleconference 25 November 2010

Present: Alistair, August, Håkan, Jean-Pierre, Jana, Joe, Klas, Mats, Mónica, Thérèse, Steve

1) Steve explained the purpose of the Task Force - to develop of materials to aid the implementation of the GSBPM, and to prepare inputs for the next METIS Workshop (5-7 October 2011 in Geneva). It is not proposed to change the GSBPM itself at this time.

2) The Task Force members introduced themselves and stated their reasons for participating in this work.

3) The possible work areas identified in the paper "[The Generic Statistical Business Process Model - Next Steps|GSBPM Notes of Meetings^GSBPM next steps.doc]" were discussed, with each person identifying their priorities and suggesting other tasks. It was agreed to work on the following 4 themes:

  • Sharing information about national implementations of the GSBPM - This will be done via the METIS Wiki, making use of existing information from the METIS case studies and information collected by Eurostat from countries of the European Statistical System (where this can be shared). Other countries will be invited to contribute.
  • Developing resources to help communicate about the GSBPM - A range of resources will be developed, for example PowerPoint presentations, papers, leaflets etc. The aim will be to better communicate, particularly with statistical subject-matter specialists, about what the GSBPM is and how it should be used.
  • Developing documentation on metadata flows within the GSBPM - This includes documenting how metadata are created, transmitted, updated and re-used within the different sub-processes of the GSBPM.
  • Developing links between the GSBPM and process quality management - The GSBPM can provide a framework for process quality management. This function will be studied in more detail and recommendations made.

4) The group agreed to work through the METIS wiki. Steve will create a page for each theme, and wiki accounts for those that do not yet have them. All members are asked to use the wiki to add comments and ideas on these themes.
