2.4.1 Agriculture, forestry, fisheries (Eurostat)

Theme 4.01 - Agricultural production

Fields of activities covered by the theme

• Crop product statistics;
• Livestock, meat and eggs statistics;
• Mild and dairy product statistics;
• Supply balance sheets;
• Vineyard statistics;
• Fruit tree statistics;
• Organic farming statistics.

1. Work to be carried out by Eurostat in 2012

1.2 ONGOING WORK

• Annual crop statistics - methods and definitions: development of quality reporting for annual Crops as provided in Regulation (EC) No 543/209.
• Structural statistics on permanent crops (former 'Vineyard and orchard surveys') - data. Update of production database in MDT (MultiDimensional table) and/or FAME (Forecasting Analytical Modelling Environment) and of Eurobase database.
• Implementation acts for Permanent crops statistics: preparation and adoption of implementation acts and manuals following the adoption of Permanent crops Regulation.
• Crop statistics - validation and production of annual statistics on area, production and yields production database and Eurobase database update, crop supply balance sheets production (taking into account the gradual phasing out of this activity); database and dissemination Eurobase database updated.
• Annual crop statistics - legislation: implementation of Regulations and Gentlemen's agreements on crop production statistics.
• Validation and production of Livestock and meat statistics, egg and chick statistics- Eurobase database update.
• Livestock and meat statistics - quality: quality reports due from Member States by July 2011 under Regulation (EC) No 1165/2008.
• Livestock and meat statistics - legislation: implementation of Regulation (EC) No 1165/2008.
• Milk and dairy products - legislation: revision of Decision 97/80/EC,  structure of dairy enterprises.
• Validation and production of milk and dairy product statistics; Eurobase database update.
• eDAMIS/Generic Web Forms component (domains: ANI, MILK, CROPS and EAA): analysis and request of new features; testing exercise of new versions, creation of templates for all datasets; addition of pre-validation rules.
• SDMX implementation in Agricultural domains (EAA, ANI and CROPS): standardisation of the data transmission format in order to improve the efficiency of data collection and processing by Eurostat and for maintaining and improving data quality.
• Migration of FAME based applications to MDT/Oracle for ANI and CROPS. Migration of the domains and consolidation (provide improved tools and methods to ensure the production of high quality statistical information service).

Theme 4.02 - Agricultural structures

Fields of activities covered by the theme

• Farm structure statistics play a key role in the design, implementation, monitoring and evaluation of the Common Agricultural Policy (CAP). This role is likely to increase over time with enlargement and CAP reform (shift from product to producer support - environmental compliance - rural development).
• Farm Structure Surveys - censuses every ten years (i.e. 2009/2010) and two intermediate sample surveys in between (i.e. 2013 and 2016) - are the backbone of the agricultural statistical system.
• The Farm Structure Survey (FSS) is covered by a basic Regulation (EC) No 1166/2008 of the European Parliament and of the Council
• The Survey on Agricultural Production Methods (SAPM) launched in 2009/2010 is also based on the Regulation (EC) No 1166/2008.
• The concerned surveys serve the Common Agricultural Policy (CAP) through provision of micro-data (farm level) on the agricultural labour force, land use, livestock, equipment and non-agricultural activities and they are the statistical basis for collection of information on land use, livestock and agricultural income.
• The farm typology derived from FSS data is used as the sampling frame for the farm accountancy data network.
• The Common Agricultural Policy has evolved significantly over the last years. The most recent proposals, adopted by the Commission in October 2011, highlight new challenges, notably the rising concerns regarding food security, the sustainable management of natural resources, mitigation of and adaptation to climate change, increasing volatility of agricultural prices, the diversity and further development of farm structures and production systems and the need for strengthening of territorial and social cohesion. By responding to these challenges, the CAP will contribute to the Europe 2020 Strategy in terms of smart, sustainable and inclusive growth. A solid statistical base is essential for policy design and impact assessment of reform proposals, the implementation of the policy and its monitoring and evaluation.

1. Work to be carried out by Eurostat in 2012

1.2 ONGOING WORK

• Agricultural structures - collection, validation and dissemination of 2009/2010 census data; Validation processes; National Methodological Reports; New dissemination strategies.
• Launch of the commodities requested to start the farm sample survey 2013 based on Regulation 1166/2008 and implementing Commission Regulation 1200/2009. The action plan covers as well the launch at the end of 2001 or beginning 2012 of the procedure for co-financing for the FSS 2013.
• Agricultural structures - New approach for collection of agricultural structure data. Collection and validation of farm structure survey statistics after 2013.
• Dissemination of Farm Structure Survey Data: dissemination of standard tables in Eurobase, SIFs, Pocketbook, Statistical Yearbook etc.

Theme 4.03 - Land use and land cover

Fields of activities covered by the theme

• This theme comprises the Land Use and Land Cover Area Frame Statistical Survey (LUCAS), which regards the whole EU territory.
• Surveys (most recent 2008/2009) are launched to obtain harmonised data not only on Land Use and Land Cover changes, but also on environmental features and landscape evolution.
• Setting up Land Use and land Cover Area frame Surveys (LUCAS).
• Setting up an integrated ESS data network for Land Cover and Land Use.
• Collecting comparable and harmonised statistical information on Land Cover and Land Use.

1. Work to be carried out by Eurostat in 2012

1.1 NEW WORK, INCLUDING NEW PLANNED LEGISLATION

• Supervision and steer of the Lucas (Land use and land cover statistics) survey 2012. Follow up of the established contracts; support to the contractors at the implementation of the survey - first checks of collected microdata on land use and land cover.

1.2 ONGOING WORK

• Analysis of outcome of earlier surveys, especially the Land use/cover area frame survey 2008/2009 and applicability for management of future surveys.
• Collecting and harmonising European data on land use and land cover by implementing the Lucas approach in the countries; by assessing and collecting available data in countries and by taking into account the need for harmonisation of these data and by co-operating with the EEA and other international bodies.

Theme 4.04 - Agricultural accounts and prices

Fields of activities covered by the theme

• Economic Accounts for Agriculture (EAA); also covers agricultural labour input (ALI);
• Unit Value Statistics (UV) and Regional EAA;
• Agricultural Price Statistics - covers annual and quarterly agricultural price indices data (API) and absolute prices data;
• Agricultural land prices and rents.

1.2 ONGOING WORK

• Validation, production and dissemination of Economic Accounts for Agriculture.
• Agricultural accounts and prices - quality: Methodological Inventories for Economic Accounts for Agriculture and Agricultural price statistics. Further elaboration of quality reporting for both domains.
• Migration of FAME based application to MDT/Oracle for EAA. Migration of the domains and consolidation (provide improved tools and methods to ensure the production of high quality statistical information service).
• Validation, production and dissemination of Agricultural Prices and Indices,  including land prices and rents.

Theme 4.05 - Forestry statistics

Fields of activities covered by the theme

• Collection of annual data on the production of and trade in wood and wood products for the EU and EFTA countries with the Joint FAO/ECE (Economic Commission for Europe)/Eurostat/ITTO (International Tropical Timber Organisation) Forest Sector Questionnaire (JFSQ).
• Collection of economic data for forestry and logging using the Integrated Environmental and Economic Accounting for Forests (IEEAF) approach.

1.2 ONGOING WORK

• Collect, validate and disseminate forestry statistics;
• Collect, validate and disseminate forest accounts. Develop and improve the methodology.

Theme 4.06 - Fisheries statistics

Fields of activities covered by the theme

• Catch statistics;
• Landings statistics;
• Aquaculture statistics.

1. Work to be carried out by Eurostat in 2012

1.1 NEW WORK, INCLUDING NEW PLANNED LEGISLATION

• Simplification of catch statistics legislation: merge Regulations (EC) No 216/2009, No 217/2009 and No 218/2009 to cover the catches' data collection for the major fishing areas of EU27 fishing countries.

1.2 ONGOING WORK

• Focus on quality of landings and catches statistics, using the new informatics tools implemented in the framework of the eDamis single point as well as the fisheries pilot project using the SDMX.
• SDMX implementation in Fisheries: standardisation of the data transmission format in order to improve the efficiency of data collection and processing by Eurostat and for maintaining and improving data quality.
• Implementation of Regulations in Fisheries statistics.
• Fisheries statistics - production: validation, production and dissemination of landings, catch and aquaculture statistics.
• Aquaculture Statistics - quality: prepare a report to EP and Council on the data relevance and quality.
• Migration of FAME based application to MDT/Oracle for FISH. Migration of the domain and consolidation (provide improved tools and methods to ensure the production of high quality statistical information service).

Theme 4.07 - Agri-environmental statistics

Fields of activities covered by the theme

• Development and maintenance of a system of 28 agri-environmental indicators for monitoring the integration of environmental concerns into the Common Agricultural Policy, based on Commission Communication COM (2006)508.
• Coordination of the work on these indicators carried out in other Directorates General (DG Agriculture and Rural Development, DG Environment , Joint Research Centre, European Environmental Agency) in accordance to a Memorandum of Understanding and with other international organisations.
• Collection, processing and dissemination of the data needed for the indicators, from the other involved Commission services, Member States, other units and statistics in Eurostat and by other (non-governmental) organisations.
• Setting up a long-term data collection system taking into account all data needs in the domain and the need to reduce the response burden.
• Contributing to Eurostat publications including agri-environmental statistics.
• Implementation of the Regulation (EC) No 1185/2009 of the European Parliament and of the Council of 25 November 2009 concerning statistics on pesticides.

1. Work to be carried out by Eurostat in 2012

1.1 NEW WORK, INCLUDING NEW PLANNED LEGISLATION

• Reception, validation, processing and dissemination of pesticide sales statistics.
• Long term system for collecting data needed for agri-environmental indicators: ensure that existing surveys are amended and new surveys set up to collect the needed information following the DireDate project.

1.2 ONGOING WORK

• Pesticide Statistics - implementing legislation: follow-up of draft implementing regulations concerning statistics on plant production products (Regulation (EC) No 1185/2009).
• Agri-environment indicators: implementation of Statistical indicators. A Memorandum of Understanding (EC services involved: Eurostat, DG AGRI, DG ENV, JRC and EEA) has been drawn up to ensure that already available data are fully used and to pool the different skills and resources, with the medium term objective of setting up a system for collecting data on the relation between agriculture and environment.
• AEI data collection: collect data from available sources in the Commission, EU agencies, Member States, Eurostat and other (non-governmental) organisations.
• Support Member States in their work on agro-environmental indicators, collect and compile available data.
• Maintain and develop the agro-environmental indicators' MDT (MultiDimensional Table).

2. Statistical work to be carried out by other DGs (including data collection from Member States) and/or EU Agencies

2.2 ONGOING WORK

• The agri-environmental indicators that are not yet fully developed will be improved as agreed in work programmes set up according to a memorandum of understanding between Eurostat, DG Agriculture and Rural Development, DG Environment, the Joint Research Centre and the European Environmental Agency. Each partner will collect data through its own system, as agreed in the memorandum.
