2.4.1 Agriculture, forestry, fisheries (Eurostat)

Theme 4.01 Agricultural production

Fields of activities covered by the theme

• Crop product statistics;
• Livestock, meat and eggs statistics;
• Milk and dairy product statistics;
• Supply balance sheets;
• Vineyard statistics;
• Fruit tree statistics.

1. Work to be carried out by Eurostat in 2011

1.1 NEW WORK, INCLUDING NEW PLANNED LEGISLATION

• Approval and/or implementation of the new regulation on permanent crops;
• Implementation of Regulation 543/2009;
• Implementation of Regulation (EC) No 1165/2008.

1.2 ONGOING WORK

• Processing and validation of agricultural production statistics with public dissemination of the data within one month after the agreed transmission deadline.
• Improvement of the quality and harmonisation of the data, collection and evaluation of methodological inventories.
• Preparation of publications (i.e. Pocketbook, Data in Focus (DiFs) and Statistics in Focus (SiFs)).
• Development of IT tools for crop and animal data handling taking into account the new regulations.
• Achievement of the implementation of the new eDAMIS web form system for data collection and pre-validation, taking into account the Member States' contributions.
• Bilateral cooperation with DG AGRI, following established partnership agreements.
• Bilateral and multilateral cooperation under the auspices of the Working Groups on Crop and Animal Production Statistics and cooperation with other international organisations.
• Achievement of the implementation of the new Agromet nowcasting system for data on "early estimates".

1.3 ACTIONS LEADING TO THE REDUCTION OF RESPONSE BURDEN AND THE SIMPLIFICATION OF STATISTICAL PROCESSES

• With a view to reducing the burden on respondents and at the same time ensuring data quality, under the new Regulations for crop and for livestock and meat statistics, Member States may decide to use administrative sources for the compilation of this data.
• In 2011, the data collection, validation and dissemination system is expected to be further streamlined through automation of clerical operations such as data validation and the possible replacement of FAME (production database) by a more efficient system.
• The launch of a reflection on the simplification of agricultural statistics has been proposed to the Standing Committee on Agricultural Statistics in November 2010. This work will be carried out with Member States during 2011.

Theme 4.02 Agricultural structures

Fields of activities covered by the theme

• Farm structure statistics play a key role in the design, implementation, monitoring and evaluation of the Common Agricultural Policy (CAP). This role is likely to increase over time with enlargement and CAP reform (shift from product to producer support - environmental compliance - rural development).
• The Farm Structure Survey (FSS) is covered by a basic Regulation (EC) N° 1166/2008 of the European Parliament and of the Council
• Farm Structure Surveys - censuses every ten years (i.e. 2009/2010) and at least two intermediate sample surveys in between (i.e. 2013 and 2016) - are the backbone of the agricultural statistical system.
• The Survey on Agricultural Production Methods (SAPM) launched in 2009/2010 is also based on the Regulation (EC) No 1166/2008.
• The concerned surveys serve the Common Agricultural Policy (CAP) through provision of micro-data (farm level) on the agricultural labour force, land use, livestock, equipment and non-agricultural activities and they are the statistical basis for collection of information on land use, livestock and agricultural income.
• The farm typology processed on the FSS is the key used in the farm accountancy data network.
• The Common Agricultural Policy has evolved significantly over the last years, but further changes are necessary in order to respond to new challenges, notably the rising concerns regarding food security, the sustainable management of natural resources, mitigation of and adaptation to climate change, increasing volatility of agricultural prices, the diversity and further development of farm structures and production systems and the strengthening of territorial and social cohesion. By responding to these challenges, the CAP will contribute to the Europa 2020 Strategy in terms of smart, sustainable and inclusive growth. A solid statistical base is essential for policy design and impact assessment of reform proposals, the implementation of the policy and its monitoring and evaluation.

1. Work to be carried out by Eurostat in 2011

1.1 NEW WORK, INCLUDING NEW PLANNED LEGISLATION

• Validate Standard Output 2007 coefficients from the countries;
• Disseminate the results of the Farm Structure Surveys and respond to specific information requests from Commission departments and other interested parties;
• Set up of discussions with stakeholders on new approaches for further (post 2013) farm structure surveys.

1.2 ONGOING WORK

• Agricultural Census carried out in all Member States in 2010 except ES, EL, PT (launched in 2009);
• Survey on Agricultural Production Methods (SAPM);
• Preparation of the Data Processing System for treatment of the data from the Agricultural Census and from the SAPM;
• Redesign of the tables to be published in the Eurostat;
• Reference database;
• Validation in 2011 of the Agricultural Census and Survey on Agricultural Production Methods carried out in several countries (EL, ES, PT, HU, DE, MT, NL, UK);
• Participate within the Pre-Accession Assistance Programme (IPA) to the set-up of the Farm Structure Surveys in the respective countries.

1.3 ACTIONS LEADING TO THE REDUCTION OF RESPONSE BURDEN AND THE SIMPLIFICATION OF STATISTICAL PROCESSES

• In the decade 2000-2010, three sample surveys have been launched, while in the decade 2010- 2020, two FSS sample surveys are so far planned.
• New sources of data can be used by Member States for providing the characteristics of the Farm Structure Survey and of the Survey on Agricultural Production Methods.
• The launch of a reflection on simplification of agricultural statistics has been proposed to the Standing Committee on Agricultural Statistics in November 2010. This work will be carried out with Member States during 2011.

Theme 4.03 Land use and land cover

Fields of activities covered by the theme

• This theme comprises the Land Use and Land Cover Area Frame Statistical Survey (LUCAS), which regards the whole EU territory;
• Surveys (most recent 2008/2009) are launched to obtain harmonised data not only on Land Use and Land Cover changes, but also on environmental features and landscape evolution;
• Setting up Land Use and land Cover Area frame Surveys (LUCAS);
• Setting up an integrated ESS data network for Land Cover and Land Use;
• Collecting comparable and harmonised statistical information on Land Cover and Land UseThe cost of launching LUCAS survey in 2012 is estimated at € 10.9 million, 4 million of which come from Eurostat's appropriations. Implementation of the action is critically dependent on the availability of subdelegated appropriations for an amount € 6.9 million from DG ENV, DG ENTR and DG CLIMA.

1.1 NEW WORK, INCLUDING NEW PLANNED LEGISLATION

• Launch calls for tender to prepare the next LUCAS survey 2012;
• Preparing a solid framework for future LUCAS;
• Further investigations on the implementation of an integrated ESS data network started in 2010;
• Discussion of the user needs in land cover and land use statistics, identifying the best approaches for setting up a system of harmonised land cover/use statistics integrating the main national sources already available. In this context the role of the EU LUCAS survey should also be addressed and defined. Results of the advisory group will be reported at DIMESA and SCAS.

1.2 ONGOING WORK

• Prepare the next LUCAS survey;
• Disseminate and promote LUCAS data 2008/2009;
• Follow up of the study on LUCAS 2009 orthophotos and data;
• Analyse Land Cover/Use data.

1.3 ACTIONS LEADING TO THE REDUCTION OF RESPONSE BURDEN AND THE SIMPLIFICATION OF STATISTICAL PROCESSES

Set up of an integrated ESS Lucas data network; existing sources will be integrated as far as possible in the overall Area frame statistical survey.

Theme 4.04 Agricultural accounts and prices

Fields of activities covered by the theme

• Economic Accounts for Agriculture (EAA) - also covers agricultural labour input (ALI);
• Unit Value Statistics (UV) and Regional EAA;
• Agricultural Price Statistics - covers annual and quarterly agricultural price indices data (API) and absolute prices data;
• Agricultural land prices and rents.

1.1 NEW WORK, INCLUDING NEW PLANNED LEGISLATION

• Collection and validation of agricultural land prices and rents data;
• Dissemination of agricultural land prices and new data.

1.2 ONGOING WORK

• Economic accounts for agriculture including agricultural labour input data collection and validation (annual data);
• Unit values statistics and regional accounts for agriculture input data collection and validation;
• Agricultural price statistics data collection and validation (price indices annual and quarterly data and annual absolute prices);
• Improve quality and harmonisation of the concepts and definitions used by the Member States for agri-monetary statistics;
• Continue to support user requests and dissemination units' requests.

1.3 ACTIONS LEADING TO THE REDUCTION OF RESPONSE BURDEN AND THE SIMPLIFICATION OF STATISTICAL PROCESSES

• In 2011, the data collection, validation and dissemination system is expected to be further streamlined through automation of clerical operations such as data validation and the possible replacement of FAME (production database) by a more efficient system.

Theme 4.05 Forestry statistics

Fields of activities covered by the theme

• Collection of annual data on the production of and trade in wood and wood products for the EU and EFTA countries with the Joint FAO/ECE (Economic Commission for Europe)/Eurostat/ITTO (International Tropical Timber Organisation) Forest Sector Questionnaire (JFSQ).
• Collection of economic data for forestry and logging using the Integrated Environmental and Economic Accounting for Forests (IEEAF) approach.

1. Work to be carried out by Eurostat in 2011

1.1 NEW WORK, INCLUDING NEW PLANNED LEGISLATION

Estimate carbon in harvested wood products using JFSQ data.

1.2 ONGOING WORK

• Collect data on production of and trade in wood and wood-derived products (reference year 2010) by 30 October 2011;
• Disseminate statistics for 2010 in different media, comparing with other large producers;
• Collect 2009 economic data for forestry and logging;
• Disseminate IEEAF data;
• Provide data for projects under the EU Forest Action Plan 2007-2011 (lead: DG Agriculture).

Theme 4.06 Fisheries statistics

Fields of activities covered by the theme

• Catch statistics;
• Landings statistics;
• Aquaculture statistics.

1. Work to be carried out by Eurostat in 2011

1.1 NEW WORK, INCLUDING NEW PLANNED LEGISLATION

• Implementation of new legislation for the format of fisheries data reports from Member States;
• Assess the statistics compiled pursuant to Regulation (EC) 762/2008 on aquaculture production, in particular on their relevance and quality. Make a cost-effectiveness analysis of the system introduced to collect and draw up statistics and indicate best practices to lessen the workload for Member States and enhance the usefulness and quality of the data.

1.2 ONGOING WORK

• Processing of submissions of catch, landings and aquaculture statistics regulated under specific EU legislation;
• Updating of the Statistical Register of fishing vessels (April);
• Cooperation in developing of sustainability indicators for fisheries;
• Preparation of publications (i.e. Pocketbook, DiFs and SiFs) on fisheries statistics;
• Bilateral cooperation with DG MARE following the Memorandum of Understanding;
• Bilateral and multilateral cooperation in the framework of the Working Group on Fisheries Statistics and cooperation with other international organisations;
• Continued reorganisation of the FISH database processing system - Fleet collection;
• Improvement of the quality and harmonisation of the data, collection and evaluation of methodological inventories.

1.3 ACTIONS LEADING TO THE REDUCTION OF RESPONSE BURDEN AND THE SIMPLIFICATION OF STATISTICAL PROCESSES

• Reorganisation of fish data collection and processing;
• In 2011, the data collection, validation and dissemination system is expected to be further streamlined through automation of clerical operations such as data validation and the possible replacement of FAME (production database) by a more efficient system.
