1.8 Justice and crime (UNODC)

Crime and Criminal Justice

Ongoing methodological work and priority objective of the methodological work:

  • Collection, analysis and publication of data from the 10th United Nations Survey of Crime Trends and Operations of Criminal Justice Systems covering the period 2005- 2006. The Survey is conducted in co-operation with the UN Statistics Division, DESA and, for countries in Europe, the Statistical Office of the European Communities. The Survey addresses all manner of national level criminal justice: police, courts, prosecution, prisons, and national data collection capacities;
  • Survey data are available at http://www.unodc.org/unodc/en/data-and-analysis/United-Nations-Surveys-on-Crime-Trends-and-the-Operations-of-Criminal-Justice-Systems.html;
  • Supporting international efforts of comparative analysis, including joint activities with UNECE and UNECA on Crime and Criminal Justice Statistics; participation in the Task Force on Victim Surveys jointly established by UNECE and UNODC; consultations with Eurostat on comparable crime statistics; participation in the Expert Group on "Towards comparable information on crime and victimisation - an EU-wide approach", established by the European Commission, DG-JLS; Consultations with Interpol on international police crime statistics; Consultation with UN Agencies on Expert Group on Crime data Collection; participation in the European Sourcebook on Crime and Criminal Justice Statistics; Consultations with the working groups on the CVS, International Survey of Self-Reported Delinquency (ISRD-2); and Preparation of selected crime and criminal justice data (for example for the Human Development Report of UNDP).

New activities to be undertaken in the next year:

  • Identification of core crime types to be included in future waves of the United Nations Survey of Crime Trends and Operations of Criminal Justice Systems;
  • Development of indicators on drugs and crime, including research and data dissemination on the crime of intentional homicide;
  • Development of methodologies for improving data quality and data dissemination;
  • Development of monitoring instruments for judicial and law enforcement institutions in the Western Balkans;
  • Publication of the UNODC-UNECE Manual on Victimization Surveys.
Illicit Drugs

Ongoing methodological work and Priority objective of the methodological work:

  • Ongoing collection, analysis and publication of data on global illicit drugs. Covering a period of more than 15 years, the UNODC database contains more than 100,000 entries related to various aspects of worldwide illicit drug production, trafficking and demand. The data is collected primarily from the Annual Reports Questionnaire (ARQ) received from governments and supplemented by other sources, including UNODC surveys in various countries. Thousands of new entries are added every year and an effort is now being made to search archives and retroactively expand time series. A data-matching system involving UNODC, Interpol and WCO is now resulting in improved data on significant individual seizures cases;
  • Ongoing work on the publication series including the World Drug Report, a Bulletin on Narcotics and Studies on Drugs and Crime monographs;
  • Assessment and analysis of global trends in drugs and crime, for integrated comparative analysis.

New activities to be undertaken in the next year:

  • Development of indicators on drugs and crime;
  • Development of integrated drugs-crime databases;
  • Assessment of drug-use prevalence rates in regions of the Russian Federation;
  • Ongoing work to develop a global programme on assessment of drug-use and dependency.
